Building an Inclusive Clean Energy Business Ecosystem

Massachusetts’ clean energy economy is growing quickly, and underrepresented businesses must be positioned to grow with it. The MassCEC Hub-and-Spoke Initiative is designed to help Black-owned, minority-owned, women-owned, veteran-owned, and other underrepresented businesses access the resources, relationships, and readiness support needed to compete in climate-critical industries.

Through this model, BECMA serves as a Greater Boston Regional Hub, connecting businesses to core services, procurement navigation, technical assistance, and specialized partner support across the clean energy ecosystem.

What is the Hub-and-Spoke Initiative?

The Hub-and-Spoke Initiative creates a coordinated support system for businesses seeking to enter, grow, or expand within the clean energy economy.

Rather than navigating disconnected programs alone, businesses move through a structured pathway that includes:

Business assessment and intake

We learn about your business, current capacity, sector experience, and growth goals.

Customized support planning

We help identify the right services, resources, and opportunities based on your needs.

Procurement readiness

We support businesses with certification, COMMBUYS onboarding, bid readiness, and preparation for public and private contracting opportunities.

Sector-specific referrals

When specialized support is needed, businesses may be connected to trusted Spoke partners with expertise in clean energy sectors.

Ongoing coordination and follow-up

We help track progress, reduce barriers, and keep businesses connected to the right opportunities.

Who Is This For?

This initiative is designed for underrepresented businesses that are ready to explore or grow within climate-critical sectors, including:

Why It Matters

Clean energy investments are creating new opportunities across Massachusetts. But without intentional support, underrepresented businesses can be left out of major growth sectors.

The Hub-and-Spoke Initiative helps close that gap by:

• Expanding access to clean energy business opportunities
• Supporting businesses in Environmental Justice, LMI, and Gateway City communities
• Preparing businesses for procurement and contracting pathways
• Building a stronger pipeline of diverse clean energy vendors
• Connecting climate action with economic opportunity
• Helping businesses grow, hire, and compete in emerging markets

For Partners and Spoke Organizations

The Hub-and-Spoke model is also an opportunity for mission-aligned organizations to collaborate, coordinate referrals, and deliver specialized support to businesses across the clean energy economy.

Partners may engage by:

• Referring businesses into the Hub
• Providing sector-specific technical assistance
• Supporting workshops, trainings, or convenings
• Sharing procurement or project opportunities
• Receiving referrals from BECMA
• Coordinating outcomes and impact reporting
• Helping build a more inclusive clean energy ecosystem

Together, Hub and Spoke partners create a stronger, more connected pathway for businesses to access the clean energy economy.

Our Goal

Our goal is simple: to ensure underrepresented businesses are not just aware of the clean energy transition, but prepared, connected, and positioned to benefit from it.

Through coordinated support, trusted partnerships, and a focus on procurement readiness, the Hub-and-Spoke Initiative helps businesses move from interest to action — and from readiness to opportunity.
